Newly elected Portuguese prime minister Luís Montenegro announced on June 3, 2024 a transformative Action Plan for Migration (Plano de Migrações), marking a pivotal shift in Portugal's approach to immigration, says Patricia Casaburi, CEO at Global Citizen Solutions. 

As Montenegro articulated, "Portugal will not have the doors wide open but it will not have them closed either," signaling a balanced approach toward enhanced migrant control, streamlined application processes, and the elimination of outdated mechanisms.

This Action Plan underscores the government's commitment to addressing growing concerns in four critical areas: immigration regulation, attracting foreign talent, immigrant integration, and institutional reorganization. By acknowledging past policy shortcomings, the government has introduced 41 concrete measures aimed at rectifying the current situation, demonstrating a serious and comprehensive approach to immigration reform but, I´d like to focus on the key highlights from yesterday´s announcements and what it means for the investors.

Social Investor Visa

One of the most significant changes is the overhaul of the Golden Visa (ARI) program, which now includes the introduction of a New Residence Permit for Solidarity Investment, or Social Golden Visa. This initiative aims to channel private capital into social investment projects that support immigrant integration, such as reception infrastructure and programs for vulnerable immigrants. The government envisions this residence-by-investment program as a cornerstone of the broader Migration Plan and the "Build Portugal" Plan, with a particular focus on affordable housing projects.

While the specifics and timeline for the new Golden Visa option remain speculative, its potential impact is considerable. However, successful implementation and substantial investment attraction, akin to the current Golden Visa Cultural option, remain challenging.
